Council Comments
All requests to be placed on the regular agenda should come in writing (forms available) and should encompass all supporting documents in advance of the work session. The Regular Monthly Council Meeting is normally the Third Monday of the Month, preceded by a work session on the prior Monday @6:00 PM. All meeting of the Council is open to the Public and the public attendance is encouraged. In the event of a Special Called Meeting of the Council, such meeting shall be posted for Public View 24 hours in advance, with stated agenda.
Please note the change of location for the City Council Meeting to the Lula “DEPOT” rather than City Hall!
The Mayor and Council encourage and welcome public attendance at all meetings of the city council.
Veterans Day Celebration Thursday NOV 11th, 10 AM Lula Veterans Park
Come celebrate our veterans past and present for their continued commitment to keep our country safe, brought to you by the Lula Belton Historical Society and the City of Lula.
This years guest speaker is Retired First Sargent David (Bill) Miles
Bill is in his 6th term as Commander for the Veterans of Foreign Wars Grant-Reeves Post 7720 Cornelia, Georgia. He is also on his 3rd term as VFW District# 2 Commander and the Adjutant for the Disabled American Veterans. He also serves as the Service Officer for The American Legion, DAV and VFW. Bill is originally is from Des Moines, Iowa. After spending 2 ½ years in the Wounded Warrior Program he retired as a First Sergeant U.S. Army with 28 years as a Senior Maintenance Supervisor. After leaving Germany he relocated to Clarkesville, Georgia.
His awards and decorations are many to include the Legion of Merit, Bronze Star with 2 oak leaf clusters, Purple Heart, Meritorious Service Medal with three oak leaf clusters, Army Achievement Medal with 1 silver and 1 oak leaf cluster and the Military Outstanding Volunteer Service Medal. He is Airborne, Air Assault qualified and was awarded the Combat Action Badge for actions taken in Iraq. Bill served 55 months of combat, Gulf War, Afghanistan and four tours to Iraq. He served several peace keeping deployments: Bosnia, Macedonia, Albania, and Kosovo. Bill is an inductee of Audie Murphy, Sergeant Morales and Samuel Sharpe. He was Non-Commissioned Officer of the Year of the 7th Combat Support Group, 3rd COSCOM and 5th Corps.
Those attending will also enjoy patriotic songs by Area Singers and Lula Elementary as well as the Hall County Sheriffs Department Color Guard.
More Improvements Slated for Downtown Redevelopment with Property Acquisition
The Council approved the purchase for property Monday October 4th at the Special Called Meeting at the Depot located at 5960 Athens Street and Ga Hwy 51 for $46,000 with the intention of developing additional downtown parking and possible other amenities . The City has 60 days to complete inspection of the property prior to closing.
The original asking price of the property was in excess of $116,000 but after evaluation the Mayor and Council were able to reach the purchase amount of $46,000. The Finance Committee (Marvin Moore and Matt Hamby) recommended the project acquisition to the full council. The city is having a conceptual design plan developed to best utilize the full use of the property with future input from the public.
The intentions of the Mayor and Council is to utilize Special Local Option Sales Tax funds to purchase and make improvements to the property in the coming months.
This project is a continuation of downtown redevelopment projects which have matured over the past 10 years, including the addition of the Veterans Park and Fountain, New Downtown Restrooms, Landscaping, Jenrette Park, completing 4 of 7 phases to the StreetScape Development along Main Street, Renovation of the “DEPOT” -Stage and Community Center, (2)Parking Additions and enhancement of Street Lighting, supporting development of existing businesses and attracting new business to a “walkable ” revitalization of old downtown .

Garbage Collection Schedule is changing to improve service beginning NEXT Monday Oct 4th
Review the “trash collection map” and determine what day your trash will be collected and place your can at the road the night before for garbage collection. If your address falls on the red or blue line you can see that BLUE Garbage Collection will be on Monday and RED Garbage Collection will be on Tuesday.

Come Play a Role in your Community Development
The Council has been discussing our current and future parks and how we can make those more useful and enjoyable for our citizens. On October 14, the public is invited to participate in a time for gathering public input with ideas about features and uses for our existing parks and future parks. Our existing parks include:
Lula Wellness Park – walking trails, covered pavilion, gazebo, tennis court
Rafe Banks Park – 2 softball or baseball fields and basketball court
Jenrette Park – picnic tables and greenspace in a shaded area between Main Street and the railroad at Athens Street
Veterans Park – Veterans Memorial Wall, splash pad fountain system, picnic table and restroom.
The “DEPOT” Community Center– additional parking, green space, stage area for performances and more community activities.
Future parks – what features do you want to see and where should they be located.
There will be a time to receive your comments from 11:30am to 1:00pm and from 5:00pm to 6:30pm right here at the Depot.
You can also submit written comments to City Hall prior to October 14th. So come on out and let us know what you are thinking about your parks!

Remembrance Gathering, Saturday Oct 9th 5 to 7 pm at the DEPOT
Saturday will be a gathering of community and friends at the DEPOT for Carl Manger who passed away last week after the service at Memorial Park.
