According to a county media release in the 4900 block of Gillsville Highway there was contact between a raccoon and two dogs. The raccoon was shipped to the Georgia Public Health Lab- Virology Section in Decatur. On March 21st Hall County Animal Control was advised that the raccoon tested positive for rabies.
This is the second confirmed case of rabies for 2019.
Positive alert signs will be posted in the area where the rabid raccoon was located. If you live in this area or you see an animal acting abnormally in the area, contact Hall County Animal Services at 770-531-6830 or during non-working hours call Hall County Dispatch at 770-536-8812.
Animal owners are encouraged to vaccinate their domesticated pets for rabies. Vaccines are available at the Hall County Animal Shelter for $10 Tuesday through Friday, 9 a.m. to 5 p.m., at 1688 Barber Rd, Gainesville.
Welcome Aboard Matt!
The City is so fortunate to have Matt Hamby finally sworn in, taking the oath of office during the Regular March Council Meeting as was officiated by City Clerk Rosemary Totty. The ceremony was celebrated with the attendance of his wonderful wife and two pleased children, proud parents and his delighted mother and father in-law.
Matt serves the “district one” council position for the city and promised to serve the interest of the community overall. Councilmen Hamby went on to say he looked forward to working with the Mayor and Council as a team player, tackling the challenges brought to the city as a team effort. Matt comes to the city with a great amount of knowledge as he has many years of experience in finance and currently serves for the City of Gainesville as Deputy Chief Financial Officer.
Matt has already played an active role with the council previously joining the City Council in a meeting with Newly Elected Governor Brian Kemp and attending an award presentation as the City was again designated as a PlanFirst Community and has attended numerous committee and work sessions in the past 2+ months.
Mayor Jim Grier is already addressing the roles the (now) full council will play in the City Committees with appointments heard during the March Work Session. In the meantime, the council has called for the November Election (Nov. 5th) so the council positions of Post 1, Post 4 & Post 5 can be considered by the voters. as well as approving the qualifying fee of $100.00 for the 4-year term in office.

Lula Elementary School student Haley Barton was honored Monday by the Gainesville Rotary Club as Student of the Month. Haley told the Club that strawberries are her favorite food, her favorite subject is math and she wants to be a teacher when she grows up.
She was treated to a limousine ride from the school to the luncheon. Haley was accompanied by her mother, Kelley Barton who is a Kindergarten Teacher at Lula Elementary. Haley also invited her teacher, Jill Baumgardner who is currently Teacher of the Year at Lula Elementary.
Congratulations Haley on such a well deserved honor.
Mordecai Wilson’s “94” Birthday Celebration is tomorrow March 11th at Lula City Hall @6:00PM at the City Council Work Session.

Mordecai is not only a great fellow but has served the city as a council member for over 16 years, been recognized numerous times for his experience and accomplishments with Georgia Municipal Association, his volunteer work as a child advocate in the regions judicial system, a continuing student at Brenau College, a World War II Veteran and a wonderful example of a man full of kindness, knowledge, insight, and remarkable spirit. The Meals on Wheels program is a nutrition program for frail elderly persons living in Hall County.
Approximately 410 seniors receive hot lunches delivered by friendly volunteers each Monday through Friday. For some seniors, this daily visit may be the only social interaction they have during the day. We have several recipients in the Lula Area that benefit from this community effort.
MARCH FOR MEALS , a month long celebration bringing awareness to the needs in the community and showcase the successes of the “Older Americans Act” and expand the volunteer network in your community.
On March 22, 1972, President Richard Nixon signed into law a measure that amended the Older Americans Act of 1965 and established a national nutrition program for seniors 60 years and older. For more than 45 years, these critical programs – commonly referred to as Meals on Wheels – have delivered more than just nutritious meals to homebound seniors in virtually every community across the country. And, the dedicated staff and volunteers who deliver these meals each week provide a vital lifeline and connection to the community, which are sometimes all it takes to keep our senior neighbors at home, where they want to be.
Meals on Wheels programs have come together each March since 2002 to celebrate this proven collaboration of local community organizations, businesses, all levels of government and compassionate individuals to ensure that our seniors are not forgotten. By volunteering, donating or speaking out, you can ensure the seniors in your neighborhood can live more healthy, happy and independent lives at home, where they want to be.
Volunteers are also able to make referrals to staff when they notice that clients may have other social services needs. When a senior begins receiving meals, staff ensures that they have working smoke detectors and a numbered mailbox.
The Meals on Wheels program is nationally accredited through the Meals on Wheels Association of America.

Mayor Jim Grier presents Award to Councilmen Garnett Smith
GMA recognized Garnett for his recent accomplishment in completing 40 hours of class credit. The accomplishment speaks very well of Garnett’s commitment to gaining a knowledgeable understanding of Local and State Government as it applies to serving on the City Council.
These classes are to help city officials enhance their knowledge and skills in municipal related matters. Courses are offered in conjunction with GMA meetings as well as in “stand-alone” offerings throughout the year. With exception to the state mandated Newly Elected Officials Institute, the courses offered are voluntary and offer city officials the opportunity to obtain additional training beyond what is required by state law. By completing this additional training, municipal elected officials can earn a Certificate of Recognition, Certificate of Achievement, Certificate of Excellence, Certificate of Distinction and Certificate of Dedication.
The Municipal Training Institute is operated through a partnership between the Georgia Municipal Association and the University of Georgia’s Carl Vinson Institute of Government. Oversight is provided by the Municipal Training Board, which is comprised of municipal elected officials and representatives from partnering organizations.

Karen and Amy purchased Lula Pharmacy & Foothills Gift Shop in 2008 because they wanted to have an old-fashioned, home town pharmacy where they could “treat you like family.” They underwent the very rigorous process to become an Accredited Provider for home medical equipment and supplies. Not every pharmacy is accredited, but Karen and Amy wanted to provide their patients with the best possible care and experience. Accreditation was the best way to achieve that goal.
Both Karen Bowling and Amy Miller grew up in the Gainesville area and graduated from the University of Georgia College of Pharmacy. Karen has spent her career practicing in and around the Gainesville area while Amy worked in several other states before settling back home. City Staff recognized by Georgia Environmental Protection Division As “Outstanding Performer”, in recent Sanitary Survey.
The most recent Sanitary Survey results from Georgia Department of Natural Resources, Environmental Protection Division regarding the inspection of the entire city water system and found “as a result of no significant deficiencies, lack of monitoring/ reporting violations and overall compliance the System is considered an “Outstanding Performer”, a unique designation the city has strived for.
The Mayor and the City Council had the opportunity to recognize the staff and recognize this designation at luncheon with Staff. Mayor Grier went on to say how appreciative the city is in managing our quality water system and how he and the council know the quality of the work performed comes from dedication of every employee each and every day.
